Mission
Provide access to education, workforce training and support services that empower youth and adults in transition to achieve self-sufficiency and economic independence.
Vision
Develop strategic regional and national models of best practices and effective strategies that can be replicated for providing education and workforce development services to communities in transition.
Values
Leadership Competence: The organization clearly defines roles and responsibilities and provides quality leadership in its staffing and board that is appropriate to guide the purpose and needs of the organization.
Service Oriented Staffing: The organization provides staff development opportunities to continuously strengthen service oriented capabilities, reduce turnover and achieve program goals.
Sound Financial Management: The organization operates on an annual budget, projecting income and expenditures and regularly monitoring cost effectiveness and performance against the budget.
Accountability: The organization establishes strategic organizational goals, creates action plans for their achievement and engages stakeholders in goal setting, planning and seeking evaluative feedback on its performance impact.
Effective Communication: The organization updates and makes optimum use of effective print and technology systems for collecting and sharing data on initiatives and performance outcomes with constituents.
Continuous Improvement: The organization engages in regular cycles of strategic planning, implementation and evaluation involving feedback from stakeholders and evaluation of performance criteria to improve its operating organizational infrastructure and resource development opportunities.

Goals for 2009-2011
Develop Experienced Leadership
Initiate professional development workshops for executive level staff on project management; projecting resources; staff evaluation; and time management.
Promote Service Oriented Staffing
Recruit service oriented staff and provide staff development activities to build employee capabilities, reduce turnover and prepare promising staff for mobility within the organization.
Ensure Sound Financial Management
Provide effective stewardship of funds at all levels of the organization. Ensure alignment of budget with program priorities. Ensure the application of accepted accounting practices.
Implement Accountability Measures
Develop operational goals, action plans and assessment measures to ensure achievement of project outcomes at the highest standard.
Facilitate Effective Communication
Implement effective print, electronic and web-based technology systems for disseminating, collecting and sharing of information about the organization and its successes with stakeholders.
Evaluate Organizational Performance
Assess the achievement of program outcomes and administrative functions and implement improvements in areas not meeting established standards of excellence, using PEP Net system to evaluate organizational performance.
Promote Action Plans for Sustainability
Identify individuals within the organization with leadership potential and begin preparing them for advancement within the organization. Initiate funding requests to diverse public and private sector agencies, organizations and groups to diversify its base of funding resources.
Deliver Cost-Efficient Programs and Services
Develop and implement educational, workforce training and career development programs that meet diverse needs of youth and adults in transition.
Launch Broad-Based Community Services
In tandem with its operational programs and services, annually conceptualize and carry out targeted community service projects and activities to address conditions of socio-economic disparity and generational poverty that adversely impact the quality of life across the populations being served and the well-being of the communities in which they live and work.
